Airport Extreme 802.11n - how do you control the bandwidth?

I want to buy one but I need to to set bandwidth limits to users on it. When they log on I want anyone to have say 1/8th the bandwith, the other person 1/2. Can this do what I am asking or do I need to get different SW for this? This should be a router function. And to do this, do I have to have Mac address's of the wireless cards for it to work?
