I've just had a new phone number and trying to add it to my iCloud. But it says it is already used by another account and doesn't say anything on how to reclaim it as I am its owner now. So I am entirely on the other person's mercy as to if and when he wants to release this number from his account???

Apple Support by e-mail or chat Select your device, Battery, Power and Charging, then Power adapter not working to get a chat option. If you need to talk to them, ask them if they will do a Skype or FaceTime with you.

Thanks a lot for your help. I called them and it seems the gentleman never got a case like this, although his said his colleagues did. After 30 min of discussion he found the solution: "deregister" my number from any other previously attached account via this link: Deregister and Turn Off iMessage - Apple Support . It will ask you to enter a code that will be sent to the number in question. Once it is deregistered, everything works as it should when you want to add the number.
Hope this helps if somebody has the same issue.
