I just upgraded on eBay from an Apple TV 3 Gen to a 4 Gen. When I plugged a lightning cable into the remote (A1513) there were no lights indicating it was accepting a charge. Furthermore, none of the buttons worked even after 30 minutes of charging. Fortunately, the Apple TV works fine using the TV Remote app on my iPhone.

Nevermind. Found it. The remote was not paired.

The Siri Remote comes automatically paired with your Apple TV. If it disconnects or you get a replacement remote, you’ll need to manually pair it to Apple TV.
You can pair the Siri Remote with only one Apple TV at a time. When you pair a remote, any other paired remote is automatically unpaired.
