That is a Machine Check in kernel task, with the ThunderBolt and PCI drivers present at the "scene of the crime". as you suspected, "MacOS version not yet set" means your Mac did not even finish starting up when this kernel panic happened.

Machine Check is a self-detected Hardware problem, but with ThunderBolt drivers present, it could be related to ThunderBolt peripherals.

You could try running the diagnostic.

If you have access to an Apple store, make a (free) genius bar appointment for an evaluation. Even if they claim they have no parts available, they can likely still tell you what might be wrong.

The diagnostic (if still on your Mac) does not run inside MacOS -- it boots an alternate tiny operating system.

The diagnostic can also can potentially download from the internet, if you have upgraded your firmware to include Internet Recovery.
