You need to buy cards for your country and use your own address. Anything else is a violation of the Terms of Sale and can get your account cancelled. Apple also actively prevents downloads from one country's store if you're physically in another country. Not always but, I've had it happened. Without thinking, I tried to download something while I was traveling in another country. I got an error message.

No. That would be a violation of the Terms of Sale of the iTunes/App Store. Also, as you are not in the U.S. you would have trouble actually downloading anything.

You could possibly set up the account. However, as you aren't in the U.S., you probably wouldn't be able to download anything. And, if Apple found out, they could cancel your account. But how about this: it's wrong. It's lying.

If you bought U.S. iTunes Gift cards outside of the U.S., the sale was not authorized by Apple. People do lots of questionable, even illegal things.
