character corruption in Mail in macOS 10.13 with language mismatch

This is a bug report.

After updating to 10.12.4 from 10.12.3, (now 10.13) character corruption of some of the received and new coming emails occurred in Mail.app.


Details:

Use macOS Sierra or High Sierra with system language English, this issue appears.

If macOS's language is selected to Japanese, the issue disappear.

It seems language mismatch of macOS and mail cause the problem.

Not all the Japanese emails are corrupted, but few of them.

This issue is found in all my Macs (MacBook Air: High Sierra, iMac (2009): High Sierra, iMac (2015): Sierra).

(the problematic mail are the same in all Macs)


The mails with character corruption were surely readable before the update.


I hope this issue is solved sooner enough...

I received readable email from you.


Only few (actually one) type (?) of email (mailing list) I'm receiving are corrupted all the time.

The mailing list is here: http://www.summitstore.co.jp/toppage_swf/otoku/index3.html

It is needed to have ID number for receiving email, so it is difficult to other to test...


I can read the mails from them in iPhone or Mail.app with Japanese language configuration in macOS.

But not in Mail.app with English language configuration in macOS.


It seems the problem is very specific.
