Try Settings>General>Restrictions>Screen Recording. It's at the very bottom.

Thanks, that was helpful but when I try to mirror my screen to my Apple TV, it’s still asking me to disable it even though I did already.
You shouldn't have to disable screen recording to mirror your phone on your Apple TV.

There must be a way to disable "Screen Recording".
You need to disable the ENTIRE Camera. Settings>General >Restrictions >Camera Near the top. Then after your show you can turn it back on!
