Move an album to a folder

How do i move an album to a folder in icloud? I have tried clicking and dragging the album and it is not moving. Thank you.

MacBook Air (13-inch Mid 2013), iOS 10.3.1

My iPhone is showing all folders I created in Photos on my Mac, but when I am viewing the list of albums in Edit mode, it it not possible to move albums between the folders. I can only delete albums.

afaik, you cannot organize the folders in Photos on www.icloud.com, only create albums.

Create the folders in Photos on a Mac.
