MacOS High Sierra 10.13.1 – Safari and App Store doesn't work
After upgrading to the MacOS High Sierra 10.13.1 Safari and App Store doesn't work.

Did all the tricks such as NVRAM etc with no success. I needed to erase HD, Re-install with factory OS (Mountain Lion), upgrade to latest OS (10.13.2.), sync with Time Capsule to get back all data, Re-installed High Sierra again. Then it worked.... with Excel crashing, so finally download the available updated from MS (2016). All this for one security update....
I've had this problem with Mail, App Store, Safari and iTunes too.
What solved it for me was doing the NVRAM reset three times.
You shut down your mac, then turn it on and when you hear the startup sound you press Option+Command+P+R and you hold it until you hear the startup sound 3-4 times in a row, and then proceed. It solved all of these problems for me.

I had the same problem, and Firefox would NOT work either. I found that screen sharing did work, so I was able to screen share a Sierra system and download Onyx there, and then drag and drop it to my High Sierra system.
Onyx and a reboot fixed it. Thanks for the tip!
I have the same issue and you can include Mail in with Safari and App Store. Mail opens but shows no content. Non of the apps crash. Safari won't load anything, App Store and Mail show no content.

Lots of people posting & clicking the 'I have this question too' button : but what has anyone done in an attempt to resolve it ?.
Safe mode ?, another user ?, reinstall ?.
Safe mode - doesn’t work
Proxy change - doesn’t work
Another user - doesn’t work
Solution that worked for me: (in this order)
1) Running CleanMyMac maintenance scripts
2) Restarting
3) NVRAM reset wile restarting

Same problem here. Mail isn't working properly for me as well. Reset NVRAM twice and did nothing for me.
First ctrl + CMD + R + P reset (ı guess factory reset), when open reset screen I didn't nothing!, just turn off my mac. After resetting NVRAM worked for me.
I had to go into recovery mode and re-install the OS. Everything is back to normal now.
Resetting NVRAM did not work for me. Safari still gives me the rainbow circle.
