This was happening on my old iPhone 6 too. I recently got an new 8 and still happens. After unlocking the icons will slide downward when my finger is on the home button for a bit and then slide back up. It’s really annoying, why does it happen?
If you lightly touch the home button twice, the screen slides down so that you can reach icons with your thumb without repositioning your hand.
This behaviour can be turned off under "Settings" / "General" / " Accessibility", the setting is called "Reachability"
