Ipad 2; Message: could not be activated because the activation server is temporarily unavailable. For about a week now. How do i correct it?

my ipad 2 keeps telling me that the activation server is temporarily down. i need to access it as I want to reset to factory settings for a new owner

how do I activate the activation server that is temporarily unavailable.

This is the reply I got from Apple support.

Can you elaborate on process? I tried above remedy at iTunes but no success. How do I open case, what did you do with sim card once you removed? Put right back in and reboot? Thanks - JohnnyK

I am having the same issue, did you resolve this?

Remove the SIM card and it now activates.

What happens if you don;t have a sim card for the ipad, so annoying with this message. Its an old email address for ipad so we can't get the right password

Try resetting your MODEM/router by disconnecting it from power for 10 to 15 seconds, or so.

Then re-plug in the power and let the router re-cycle itself.

Connected my iPad to recently updated iTunes, and still got the same message.
