To adjust call volume you have to be on a call. It is separate from the general volume settings for music (and separate from Ringer and Alarms, too).

I hope you figured out why your ringer is so low? If not, go to settings app, sound and haptic; then look for the words, “change with buttons”. This feature needs to be off. Meaning you cannot see a green bubble. This will make it so that your ringer and volume button work together for everything.
