Working with Mac Mini on Macbook Pro
Will it be possible to connect the Mac Mini to the MacBook Pro and use the laptop's screen, keyboard for working on Mac Mini?

There isn't anything you have to connect really. Here's a linkfrom Apple Support for Screen Sharing.
As long as your Mac Mini and MBP are on the same network either connected via WiFi (wireless) or Ethernet (wired) you can simply enable Screen Sharing on the Macs you want to remote into.
So, let's say:
Let's say you only want to connect to your Mac Mini from your MBP. You would enable Screen Sharing on the Mac Mini. And from your MBP you would open Finder and from the menu bar click on Go To and then Connect to Server. Fill in the connection text box with vnc://IP address of the Mac Mini (eg. vnc://192.168.0.11). Click Connect and you will see a Screen Sharing window open to your Mac Mini.

I believe Mac Mini comes in with the OS. There is no need of installing an OS.
Just like Remote Login or GoTomyPC , we connect from One Computer to work on another Computer.
I am looking on something like that. Not just accessing the folder path or Hard drive.
My Mac Mini will be having all programming softwares. My MacBook Pro which has only 128GB flash memory is useful for basic things. So, i actually depend on MacMini for programming .. and do some testing. I wish to keep my MacBook Pro as the Gateway to connect and work on Mac Mini.
How do i achieve this?

Do i need to set up " Screen Share " on every time computer start up. Assuming that,i am carrying the Mac Mini / Macbook to a different location, can i just connect from laptop to work on the Mac Mini.
(Or), I will have to make my Mac Mini set up to have Screen share on every login and then connect from Macbook Pro ?
You can connect - via a Thunderbolt cable - from the MM to the MBP and start the MM in Target Mode. But you would only see the MM's drive from the MBP so you could install an OS or other drive functions.
You can Screen Share from the Macbook Pro to the Mac Mini to work on it after an OS is installed and screen sharing is enabled on the Mac Mini.

If your Mac Mini and MBP are on the same network, you can use Screen Sharing (enabled on the Mac Mini) to remote into the Mac Mini from your MBP. Otherwise, you have to use something like you mentioned - GoToMyPC or TeamViewer or LogMeIn, etc.- to remote into the Mac Mini.

Now for conducting the screensharing on the same network .. what would be the cable to connect these two devices..
Assuming that these two are not on Wifi network..
If they are on wifi network, i can imagine connecting wireless..
You only need to set Screen Sharing once. The operating system remembers that it's enabled until you uncheck the Screen Sharing checkbox.
Just make sure if you're transporting both computers elsewhere they are both on the same network.
Besides the Finder / Go / Connect to Server, you can look in Finder's left pane and find your Mac Mini under Shared. Click on the Mac Mini and in the right pane click Share Screen.
