I am trying to annotate a Photo but the Markup extension is not available

I want to be able to annotate a group of images in Photos but I do not seem have the Markup extension normally available to use with Photos.

I have used System Preferences to try and enable this Extension but it tells me that I have no extension installed and I can not therefore enable this feature.

I have tried the advice given to a similar previous post where I type in an instruction using the 'Terminal' within the Utilities function but this did not work.

This is the first time I have tried to use the Markup extension so I have no idea whether I ever had it or if it has just disappeared.

MacBook Pro with Retina display, OS X El Capitan (10.11.6)

I can't find any way of installing Markup onto Photos even though it appears in the Actions section of Extensions in the System Prefs.

Markup has been available as an actions extension already in Yosemite, but the Markup Photo Editing extension will be only installed by macOS 10.12 Sierra or High Sierra. You may need to upgrade to a newer system if Markup is missing as a Photo Editing extension.

Or use the work-around to use Preview to Mark-up your Photos. You can call Preview using the External Editors extension (available from the AppStore for 99cents).

Thanks for your reply but I don't have the Markup option when I go into the edit menu of extensions. I have gone onto system preferences and there are no third party extensions listed alongside Photos to enable. I have dug deeper in the help text and it states that extensions such as Markup will be available to enable IF they are installed.
