No. There is no Phone app and no keypad on an iPad. The iPad cannot dial numbers, nor place cellular phones calls on its own.

An iPad is incapable of connecting to any cellular telephone service providers voice calling network. A cellular+wifi ipad is limited to cellular data connections. You can use VOIP services like FaceTime, Skype and others for internet telephone calling.

Doesn’t make any difference, as I said. An iPad is limited to a data only connection, be it wifi or cellular. There is no, and never has been, any iPad capable of accessing a cellular providers telephone voice network.

As said an iPad can be Wifi+Cellular, which just means it can access the internet over the cellular network, but has no provisions for making cellular voice calls or sending SMS text messages on its own.
