No. There is no Phone app and no keypad on an iPad. The iPad cannot dial numbers, nor place cellular phones calls on its own.

No, you might have an iPad Wi-Fi plus cellular, which means that it supports cellular data, not cellular phone calls as Michael indicated earlier. The only cellular function that it supports is data. Now, you may be describing that you have an iPad, and a cellular phone? Two different devices?
