"Optimize Storage" requires subscription?

I have a big music library, and my iPhone enjoys syncing as much as it possibly fit on my device, then complains constantly about not having any free space. It looks like the "Optimize Storage" functionality would take care of this no problem, but I'm not allowed to use it unless I subscribe to some silly cloud service I have no interest in. I'm not paying $10 a month for a convenience feature that's already on my phone.

Thanks in advance for instructing me how to activate Optimize Storage without having to pay a subscription fee for it.

There is no way to optimize storage without paying for the supscription. If you need more iCloud space, then you can turn off applications and music from saving to iCloud by going to Apple ID>iCloud>manage storage.

Apple doesn't offer an optimize storage setting for music, only for photos. To store your music in the cloud requires a subscription to either Apple music or iTunes match. Then you could store it in the cloud and stream it. Apple music starts at 9.99 per month and iTunes match is a yearly subscription for 25 per year.

For the third time, I'm not talking about using the cloud at all. I want to optimize storage on my phone, and this functionality does exist despite your denial, but the option is denied to me for no evident reason.
