I want to upgrade my macOS, but the installation program won't allow me to do so because it says, "This disk is used for Time Machine backups." I don't understand why because I have never used Time Machine.

Make sure Time Machine is off, now search your disk for any instance of a folder called Backups.backupdb
if you see that folder then at some point you have set up your disk to be used for Time Machine.
That is correct you cannot upgrade your OS if the disk is bing used by Time Machine.
It is not a good idea to keep backups on the same disk that you are backing up. If the disk has problems and you need to restore from your back up then you won't be able to as your back ps are on the sale disk as the disk that has the problem. Back ups should be on an other disk separate from your internal drive.
See if you can move your back ups to another disk, then see if you can delete the backups from the original disk. I expect problems with that.
