Photos app asks to sync already-synced pictures after upgrading to iOS 11

I don't use iCloud photo library. I manually sync the photos from my iPhone 6S to the Photos app on my Macbook every few weeks using the USB connector.

A day before upgrading to iOS 11, I synced all my iPhone pictures to the Macbook. There is no New Items left on the Import tab.

Today when I plugged in my iPhone, it said I have over "800 New Items". However, when I looked closer at these "New Items", apparently they are all old pictures from 2015-2017 that I had already synced to my Macbook. Only 24 items are real, new items that I took after my last sync, after the iOS 11 upgrade.

So it seems that the Photos app on my Macbook forgot that it had synced the 800 old pictures from my iPhone. What is going on? How do I fix this?

I just realized that the old iPhone pictures that my Macbook Photos app asks to re-sync are only the ones that have been edited/applied filter.

So this problem was probably caused by the fact that I still have the old version of Photos app on my Macbook (running on mac OS Sierra, the Editing window still has the old filters named Chrome, Instant, etc.) which is not compatible with the newest version of the Photos app on my iPhone (running on iOS 11, with the new filters named Vivid, Dramatic, etc).

So I'm gonna have to download High Sierra now to get the newest version of the Photos app and hopefully fix this problem.

If you upgrade to High Sierra, you will no longer be able to use the old filters like Chrome and Instant at all, because Photos on High Sierra does not have these effects any longer either. If you still want to add the old effects to photos, do it before the upgrade.

Your iPhone with iOS 11 created new versions of the photos that are using the old filters. The effect is now burned into the photo and can no longer be separately removed in the adjustment panel because Photos on iOS 11 can no longer apply this effect. That is why the photos are now seen as new photos on the Mac. The image files are different from the images you downloaded previously where the chrome effect had been described in the adjustment data, in additional .AAE files and not burned directly into the image file.
