If it's regular charges you must have subscribed to something in an app, if you no longer want the subscription you have to stop it yourself, nobody on here (i.e fellow users) can do it for you : View, change, or cancel your subscriptions - Apple Support
In terms of a refund, purchases are considered final, though you could try contacting iTunes Support and see if they can/will refund you : http://reportaproblem.apple.com
