"Allowed Apps" list contains apps from previous installation

I've just done a fresh USB install of High Sierra over a previous installation of the same. Before installation I used Disk Utility to wipe the HDD (my machine only has one HDD). I don't use Time Machine or iCloud.

I noticed in Parental Controls under Allowed Apps > Other Apps that it lists all the apps from my previous installation of High Sierra. Roblox can be seen listed in the screenshot below (an app installed on the previous installation but not on the new one). This list pretty much contains all my previous apps.

So my question is, does anyone know where is this data coming from?

Mac mini, iOS 11.1
