What you're encountering is Activation Lock: Find My iPhone Activation Lock - Apple Support.

Your friend can attempt to change the password via: http://iforgot.apple.com.

Otherwise, restoring in Recovery Mode will bypass the need to enter the Apple ID password, but then the iPhone could not be reactivated without entering the password. If you're still being asked for the password when restoring then the phone is not in Recovery Mode; make sure you follow these steps exactly: If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support.

If none of these suggestions work, if she is the original owner, she would need to contact Apple, provide proof-of-purchase like the receipt, and then ask them to remove the lock. The account security team may be able to help with the password issue: Contact Apple for help with Apple ID account security - Apple Support.
