after the operating system update to iOS 11 it became impossible to use, everything is working ****** slowly!

Have you updated to iOS11.1? There should be iOS11.2 very shortly. Have you read this document from Apple about how to maximise battery power?
Have you tried a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?
In Settings app, General, Reset, try a Reset All Settings.

Try a reboot press the power button down & menu button hold both down until you see apple logo this can take 30 seconds.

iOS11 has components that continue to update your machine for one or two days after the download. Wait for it to settle down before getting concerned.

now i have 11.1.1
How is the article about the battery related to the performance of the device after updating the operating system?
Yes, i already used hard reset.
But after "Reset All Settings" it began to work faster.
