Add to playlist menu pick missing on Apple TV 4K Music App

I cannot create or add to playlists in the Music App on Apple TV 4K running tvOS 11.1. Menu appears as shown below when I press and hold remote trackpad on Apple TV remote during playback of music from my Library. There are no playlists currently in the Library and I have not found a way to create or import a playlist (from itunes or any IOS device) into the Apple TV Music App. Does anybody know how to resolve this issue without having to use Airplay to cast music from another IOS device (I want to use playlists stored on Apple TV)?

I can’t confirm either way - but I can confirm I too get the same menu as you with no option to add or create a playlist on Apple TV. And I’m also not an Apple Music subscriber so I wouldn’t be surprised if it is a limitation imposed by Apple, albeit a rather silly one.

I found a post from another user back In Feb 2017 stating that Playlists cannot be created in the Music App on Apple TV unless you subscribe to Apple Music. Can anyone confirm this limitation?
