Hi! No, it is not Activation Lock. It is just the normal passcode entry screen. I am trying to attach a video of it to this comment, but am not sure if it will allow me to post it. If not, it's like this: I turn on the phone. It shows the white factory reset screen that says "Hello. Slide to set up." I do so. It shows the normal passcode entry screen with a dial pad, saying "iPhone requires your passcode after restarting." I enter my friend's passcode. It rejects it. ??? I don't see how it can require a passcode if it has been reset, nor what passcode it could be if not his. He says he's 100% sure it's the right code and he removed it from his iCloud.
I have exactly the same problem, except its on an iPhoneX I purchased from Apple with ATT as the carrier (therefore have SIM Card in it). I used the SIM card on another iPhone X phone the twas already activated. and is now trying to activate the iphoneX for another SIM Card. Since the phone was never activated, it wounds show up on my iCloud account, nor can I erase anything on it?
