I have this same problem. I keep turning off live photo but find that every photo is still in live photo. Live photo is a total waste of time and storage space. There should be an option to permanently remove live photo as an option! Live photo is a total waste of time. I think that I am probably accidentally hitting the live photo button each time I take a picture. That in and of itself is a design flaw. The same with HDR. I keep hitting that button unbeknown to me. This is a flaw. I do not want to take pictures with these options and they should not keep coming on! Apple needs to fix this and allow the user to remove these absolutely useless and time-consuming options!

If you read carefully the two lines under the last option (Live Photo) of preserve settings (from your screenshot), you'll understand that that option MUST be on (green), to keep the choice you made while using your camera app.

This is happening to me (and judging by a reddit thread I'm not alone). It's incredibly annoying. I hate live photos - if I wanted to take a video I would have selected that option! I have "preserve settings" on, yet it randomly switches itself on. If I don't notice I have to then go back through my pictures and either delete them or select the image contained within the "video".
Its almost as if Apple is forcing us to get used to this pointless, annoying "feature".
First thing I would try is a restart (followed by a forced restart, if that doesn't work) on your iPhone:
Restart your iPhone, iPad, or iPod touch - Apple Support
If your iPhone, iPad, or iPod touch won't turn on or is frozen - Apple Support
(see the "If your screen is black or frozen" section)
I have been told that when iOS updates it resets some functions to default. Perhaps it is reseting live and HDR to on.
That's not it as it happens every day for those have the issue.
