How do I turn this feature off?

That is a diagnostic tone. DO NOT attempt to turn it off as it tell you if the computer is booting. However you really should put the computer to sleep normally and just restart it 1x per week. However if you insist on turning it off, then just turn the volume down prior to shutting the computer off.
