Check how much each device uses now and add it up.
Settings > General > iPad/iPhone Storage > upper-right corner above the bar graph.
There is no guide, people have different needs. Multiply the amount you yourself use by the number of people in the family, then double it. You'll be in the ballpark.
You need to have a minimum of 200GB to share iCloud Storage. See the note near the top of this article.
