when i turn my phone on a white line runs threw the screen. sometimes on top of the apple logo or in the middle or on the bottom,then it blinks an then it goes to the app menu. i exchanged my phone two times an on the third new phone it still does this, can someone tell me whats going on.its only on the boot logo, some times it does not have the line but still blinks. it only affects the boot screen.

No one here can tell you in this user-to-user forum. Only Apple can tell you. As you have already been in communication with them you presumably have a case number; follow up with the last specialist you worked with.
However, as long as it doesn't interfere with normal operation you could also choose to ignore it. When you turn on any computer (and iPhones are computers) the bootup process does lots of stuff before it's ready to go. Including flashing the screen one or more times.
thanks for replying, i might be in the wrong place looking for answers but apple cant explain to me why my phones are doing it, only to offer me another iPhone 8 plus. but since all of them do it ill ignore it . maybe the next few updates will patch it
