Report it to your local police, although they can not do much. You may be able to take them to small claims court which is much less expensive than Niel's idea of filing a lawsuit. But if they fail to appear in court and you get a judgment, you still have to collect.

I purchased a broken phone from someone. I was able to recover it but it is activation locked. I still have the previous owner’s name and phone number but they won’t respond to me anymore to help me unlock it. Is there something I can do to force them to help? Can I report them for taking my money without unlocking it like they said they would?
