Apple Photo projects

I store my photos in iCloud. But none of my photo projects appear in my iCloud storage. Is that normal? If so, does Time Machine back up photo projects? Or are they just floating out there unprotected?

iPhone 5s, iOS 8.1, 2 years old.

1 - you are not storing your photos in iCloud - iCloud Photo Library is a syncing service, not a storage service and every change (addition, deletion or edit) made on any connected device is made on all devices

2 - projects do not sync to iCloud - via ICPL or otherwise, they are local only
