Are the battery life apps reliable ?

They are as accurate as can be expected. After a battery recalibration, the results may take some time to read (somewhat) properly...
Don't stress on the numbers/results too much. The battery readings can be affected by current battery voltage/temperature/load/etc. The results can vary widely...I've seen many discrepancies in the results.
The only thing you can calibrate is the battery sensor, no the battery.
The only battery app that I've seen recommended on this board by people I trust is one called Battery Life. It doesn't claim to improve the health of your battery.

In all honesty, if you still have the original battery in your iPhone 4, there's not much to be done other than replace the battery or, as you've decided, replace the phone. Batteries don't last forever.

Agreed. It gives you the raw info (if you're not on iOS 10 or 11 I believe) but does not make any wild claims as to it's functionality. Do what you will with the info it provides.
Since there is no way to "calibrate" the batteries, and the app is claiming to do something that it physically can not do... I'd say that's a no.

There must be some accuracy to it, as my refurbished iphone 4s had 60-70% and my brand new SE has 100%
