Caching Service, File Sharing Service and Time Machine Service have all been removed from macOS Server 5.4 and are now in the High Sierra OS under File Sharing.
You can turn on Time Machine for any shared folder by right clicking that share and selecting Advanced Options. Then, check the box for Share as a Time Machine backup destination.
Content Sharing is the Caching Service. After you check the Content Sharing box and it is enabled, you can click the Options button to edit Caching options.
