Does Apple have a similar program to WindowsPublisher

Apple has no product that has MS Publisher's capabilities, or can even hope to open a Publisher document. Despite Apple marketing to the contrary, Pages is not a true Desktop Publishing application, and you will find it far too limiting, and productivity wasting for replicating Publisher document layout — in another archaic, and proprietary document format.

My first recommendation is to borrow a Windows Machine that has Publisher installed — as a bridge to future decisions on whether the newsletter remains in Publisher, or migrates to another more convenient format. If there is a budget, pay someone to do the newsletter in InDesign. I am serious about that. What is your time worth?

There are some alledged MS Publisher oriented applications in the Mac App Store (search for MS Publisher), but none are free, and may take liberties with their promises. You can open MS Publisher documents (read-only) in LibreOffice, which has support for all MS Publisher versions, but even that is not ideal.

iStudio Publisher cannot open Word .doc/x files, and you have to copy/paste RTF from another open application into it. That is why it is $18USD. From their FAQ:

The closest Apple product is Pages. It has its limitations but it is a functioning if basic desktop publishing application.
