how can i disable showin control center on lock screen

Nothing. It has always been possible to turn off a phone when the screen is locked. This subject has been discussed to death in these forums for 10 years. There's no point in discussing it further now.

No, it turns on because when it is off the charge monitoring circuit is off, so it wouldn't be able to charge. However, if you connect it to charge while it is on you can then turn it off, and the phone knows to keep the charging circuit enabled. Although I can't think of a good reason to do that.
