You can send SMS (pure text) messages without using cellular data; SMS uses the voice side channel (SS7 control channel, to be more precise), and does not use any data. Picture messages (MMS), however, uses cellular data. It cannot use Wi-Fi because it is a carrier service, and your carrier does not have access to your Wi-Fi connection. So to exchange MMS messages between iPhone and Android you must have cellular data turned on.
SMS/MMS need cellular data ON (and obviously a proper carrier data plan)
iMessages can be sent/received via wifi / cellular data.

SMS text messages should not use cellular data. They actually use the cellular voice frequencies. Check with Verizon.
