The icon appears the first time after setting up the new iPhone X. It indicates that you can swipe down from the top right corner of your screen to access control center. The icon should go away after you did that.

You mean the unlocked padlock?
It means that your phone is unlocked and you can access it by swiping up.
If you mean the toggle switches in the top right corner, you can swipe down to access Control Center.
Ok, I haven't used an iPhone X, but I'm guessing there is a setting for that.
