command+c for a image on my desktop and paste into memo app on my iPhone copies the file name itself not the image. Is this not supported function?

It should be able to copy an image, but that is not what you are doing. You are copying a file, not the image itself. If you want to copy the image that is stored in the File, open in Preview, select all and copy from there.
