Photos doesn't recognize my iPhone live photos for import

Hello Apple Community,

My iPhone 6s iOS 11.1.1 live photos are not showing up for import in Photos 3.0 when I plug my phone into my 2013 mbair OS High Sierra 10.13.1. It appears to have started when I updated my iPhone iOS software.

If I edit an individual photo on my iPhone and turn off the live function and click Done, then it shows up for import in Photos. Is there any way to fix this aside from going into every single photo on my phone?

I tried repairing my Photos library and that didn't fix it.

Thanks!

MacBook Air, macOS High Sierra (10.13.1), null

iCloud on my iPhone has Photos On, with iCloud Photo Library auto upload on, Download and Keep Originals, Upload to My Photo Stream on, iCloud Photo Sharing on. But, my iCloud account is full and when I login to iCloud in my browser there aren't any photos in there since before Oct 31 and I took photos over the past month that I'm trying to import.

I'm trying to import my photos to a Photo library on my external hard drive that isn't connected to my iCloud account. If I open Photos with my System Library instead which is connected to my iCloud, the live photos still don't show up for import.

iCloud on my iPhone has Photos On, with iCloud Photo Library auto upload on, Download and Keep Originals, Upload to My Photo Stream on, iCloud Photo Sharing on.

You will not see the Live Photos for import in the Import panel, because My Photo Stream will already have transferred the still frame of the Live Photo. Do not turn on both "My Photo Stream" and "iCloud Photo Library". That will break the import of Live Photos.

With "Download and Keep Originals" enabled, you should be able to import the photos from your iPhone using USB, but first you have to remove the still versions of the Live Photos from your Mac's photo library.

And you need to solve the storage problem with your iCloud Photos Library. If your iPhone has been running out of storage, it may not have respected the "Download and Keep Originals" option and kept the video component of your Life Photos only in iCloud.

Is your Mac also syncing with iCloud Photo Library? Then you may have synced more images and videos to your iPhone than will first onto your iPhone. If you want to use "Download and Keep Originals", you must not have more photos and videos in the iCloud Photo Library on your Mac than will fit onto your iPhone.

Try the keep the iCloud Photo Library on your Mac real small, and use a second archive Photos Library on your Mac to save all your photos.

There are no still images of the live photos in my mac's photo library. No photo that is a live photo on my phone has been able to be imported to my photo library until I turn off live for the specific photo.

None of the live photos on my phone are in my iCloud library online or in my mac Photos (neither still, nor video, nor live versions of my live photos).
