Changing region from usa to france?

I woul like to change my region from usa to france but i can’t Because the message is ‘’ you have to unsuscrybe the apple music ‘’ ,after un suscrybing from apple music, again when i tap REGION ,always the same message !, so i can’t chang my region to france.
