I think your main issue is lack of RAM. Although Apple states 2 GB of RAM as the minimum for High Sierra, 6 to 8GB is more realistic. Upgrade RAM:
You can check the modules you need with the advisory tool in Crucial, or OWC.Both reliable vendors.
Your Mac would also benefit from an SSD, it would greatly speed up your system.
Thank you for your answer. I improved the speed of my Mac Pro by eliminating the automatic opening of 4 programs at opening. That eliminated the need to upgrade the RAM.
