The Markup tool in Mail and Notes can help you annotate your pictures, but it can't remove objects that are a part of the image.
Use Markup
To do that, you would need to edit the photo.
For example, in the Photos app, if you can't remove the object by cropping the image, you can use the Retouch tool.
This tool basically copies the "good" pixels and paints them over the "bad" ones.
So it can remove telephone wires from an otherwise beautiful view.
