I’m trying to either sign out of, or delete my current Icloud account. The email is from high school and they have deactivated the account so I can no longer reach it. I also don’t remember the password even if I could get to it. How can I delete or sign out of my account? THANKS!

You do not need the password to the email account itself, you need the AppleID password you created when you used that email to create your AppleID. You can see this document - If you forgot your Apple ID password - Apple Support to try and recover your AppleID.
I changed the Apple ID password. I went to settings, clicked on the top where the iCloud settings are, tried to sign out of the iCloud account, provided what I thought was the password was, and it says I am locked out of my account. There is an unlock option and I can either have an email sent to me, which isn’t an option because it will go to my old email and I cannot access it, or I can answer 2 security questions but I don’t remember the answers to them so it still won’t work. Is there anyway I can change the security questions so I know the answers to them?
All of your options to recover an AppleID are in the link I already provided. As a last resort, at the end of that document is a link to contact Apple for assistance in trying to recover an AppleID. Without a rescue email, and without knowing your security questions, you are going to have to talk to the them directly.
My Apple ID is actually being used with a different email, which is my current email I’d like to link up with the iCloud instead of the old email from high school.
You can only do that if you first recover the old AppleID so you can sign out. You cannot sign into iCloud with a new AppleID until you can first sign out with the current one.
And if I do answer the questions correctly it still asks for my password for the old email address.
As I said, from everything you’ve posted, I think your only solution is going to be to pick up a telephone, call Apple support and ask for help recovering an old AppleID.
