If I understand correctly, you are unable to send messages on your iPad Pro from the Messages app, but you don't have this issue on your iPhone. To help with this issue, please restart your iPad as iOS clears cached data and does other system optimizations when you turn your device off and on. Then check your Messages settings on your iPad Pro and other steps from this resource on your situation.
