i have a problem with change my country

cuz i have pending purchase on my account and i don’t have a credit in my card so how i can delete this pending

I suggest trying the steps in this support article, first:

If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store

Then once that is taken care of you can follow the steps listed in the article below:

Change your Apple ID country or region
