Phone storage always full iPhone 6

My storage is always full no matter how much I delete. When I delete something the storage visibly fills up (in storage info) within a few minutes. I've tried resetting my phone and rolling it back to recover phantom photos already.

I don't think you heard me right- I've tried EVERYTHING. Recently deleted was the first thing I did. I deleted every photo I had, including about 10 minutes of video from recently deleted and it freed up a few hundred MB that was full within an hour.

Edit, I tapped solved by accident because I didn't know what it did. And there's no un-solve button. So... yeah.
