how to manage pdf files

I want to scan some documents in pdf format and access them from various places. If I have pages document there is folder in icloud drive and if I go to icloud in my browser I can preview that document. I'm looking for the same functionality with pdf. There is an app iBooks to manage pdfs however I cannot find those documents in icloud browser. If i store pdf anywhere within icloud drive i cannot preview that file only download to local drive. Is there a way to manage pdf the way that I could access them anywhere without the need to download?
