i using a app while using it i had 240 photos when i closed the app i had 12
What app were you using? Was this a third-party app and did it have access to your iCloud Photos?

It appears the app gained access to your photos....what app was it??
try another device to access the app, see if your photos are there and download them. Always block photo access.
