Can't login FaceTime with apple id on both MacBook air and iphone 6s

i cannot sign in FaceTime with apple id on both my MacBook air and my iPhone 6s. I firstly suspect that it is a problem on my router so i tried to login with my cellular on my iPhone but that does not work also.

MacBook Air (13-inch, Early 2015), macOS High Sierra (10.13)

i tried to call apple support but they don't really know what to do with this, i really wanted to fix this because i guess this disabled the continuity (handoff, universal clipboard...) between my phone and my MacBook air
