I live in St Thomas USVI, which is US Territory. I am able to set up cards in my wallet but am unable to send or receive money to friends & family. Is Apple Pay unavailable in the US Virgin Islands and Puerto Rico?

In order to use Apple Pay Cash (whether as the sender or recipient), you must currently be at least 18 years old and a resident of the US:

I'm afraid that no-one here can tell you anything about Apple's unannounced plans. You are not talking to Apple here - this is a user-based technical support community.
